Tender for conducting a financial audit of the Organisation’s activities in 2025

The Docudays NGO (the “Organisation”) announces a tender for conducting a financial audit of the Organisation’s activities in 2025 (the “Audit”)

The audit will cover financial statements for the period from January 1, 2025, to December 31, 2025.

The audit is scheduled to begin on February 27, 2026.

The audit report must be submitted no later than March 27, 2026.

The scope of the audit should correspond to that specified in the Terms of Reference (download here).

Proposals must be submitted by 6:00 p.m. on January 23, 2026, to the email address [email protected]. The subject line of the email must include “Tender for conducting a financial audit of the Organisation’s activities.”

All questions and/or requests for clarification regarding the submission of a tender proposal should be sent in writing to [email protected].

To participate in the tender, the following documents must be submitted:

  1. Commercial proposal and contact details of the person authorised to answer questions regarding the tender proposal.

  2. Certificate/extract of the audit company’s registration.

  3. Certificate authorising the company to conduct audit activities.

  4. List of auditors proposed for the financial audit, including their brief CVs and documents confirming the auditors’ experience and qualifications.

  5. Completed tender participant questionnaire (download here).

  6. Confirmation letter stating that the participant is not an exclusion situation*.

The Client reserves the right to conduct negotiations or request clarifications before determining the winner.

The tender winner will be determined
by January 31, 2026.

All participants who submitted commercial proposals on time will be notified of the decision of the Tender Committee.

The winner will be the applicant whose proposal complies with the instructions in the tender announcement, the Terms of Reference, and is the most advantageous for the buyer in terms of cost and quality of services.

*Exclusion Situations:

A candidate or participant will not be allowed to take part in the procurement procedure if:

  1. They are bankrupt, undergoing insolvency or liquidation proceedings, under administration by a liquidator or court, have entered into an arrangement with creditors, had their economic activities suspended, or are in any similar situation pursuant to national legislation or regulations.

  2. A final court ruling or administrative decision has found the candidate/participant guilty of serious professional misconduct by violating laws, regulations, or ethical standards of their profession, or through conduct that impacts their professional reputation and indicates intent or gross negligence. This includes, but is not limited to:

    1. Knowingly or negligently misrepresenting information required for the tender procedure or contract execution.

    2. Colluding with other entities to distort competition.

    3. Violating intellectual property rights.

    4. Attempting to influence the decision-making process of the Contracting Authority during procurement.

    5. Attempting to gain confidential information that may provide an unfair advantage during the procedure.

  3. A final court or administrative ruling has established that the candidate is in breach of tax or social security obligations under applicable law.

  4. A final court ruling has found that the candidate/participant or their representatives have committed fraud, corruption, participation in a criminal organization, money laundering, terrorism financing, child labor (or any form of human trafficking), or any other illegal activity that harms the interests of the Contracting Authority, the State of Ukraine, the State of Sweden, or the Swedish International Development Cooperation Agency (Sida).

  5. The participant has shown significant shortcomings in fulfilling key obligations under a contract financed by Sida or the Contracting Authority, which led to early termination, penalties, or sanctions, or such issues were revealed during audits or investigations.

  6. The candidate/participant, their subsidiaries, affiliates, consortium partners, or other related entities are listed in the sanctions lists of Ukraine or the EU. Lists of persons, groups, organisations subject to EU restrictive measures can be found at:www.sanctionsmap.eu.

Candidates or participants must confirm in writing, as part of their tender proposal, that they are not subject to any of the above exclusion situations.
