Non-governmental organization “Docudays” is announcing a tender for the procurement of services to conduct an advertising campaign for the 23rd Docudays UA International Human Rights Documentary Film Festival, which will take place from June 5 to June 12, 2026
Proposals must be submitted by 18:00 on May 1, 2026 to the email address [email protected]. Be sure to include “tender for the procurement of services for the advertising campaign of the NGO ‘Dokudeiz’” in the subject line of the email.
All questions and/or clarifications regarding the submission of proposals should be sent in written form to [email protected].
To submit a proposal, the following documents are required:
• tender proposal in accordance with the technical assignment (download here);
• information about the bidder (download here). Please attach an up-to-date extract from the Unified State Register of Legal Entities and Individual Entrepreneurs, as well as a document confirming authorization to sign the contract (for legal entities);
• a letter confirming that the candidate is not in an exclusion situation*.
Prices should be indicated in an “all-inclusive” format. The price offer must be a fixed price in UAH.
The Client reserves the right to negotiate with bidders or request clarifications before selecting the winner. The winner will be determined by the end of the working day on May 4, 2026.
The winning bidder will be the one whose proposal complies with the instructions in the tender announcement, the technical assignment, and is the most advantageous in terms of cost and quality.
*Exclusion situations:
A candidate or bidder shall be excluded from participation in the procurement procedure if:
1) they are bankrupt, subject to insolvency or liquidation proceedings, their assets are being administered by a liquidator or by a court, they have entered into an arrangement with creditors, their business activities are suspended, or they are in any analogous situation arising from a similar procedure provided for under national laws or regulations;
2)it has been established by a final court judgment or final administrative decision that the candidate/bidder is guilty of serious professional misconduct by violating applicable laws or regulations or ethical standards of the profession to which the candidate/bidder belongs, or by engaging in any unlawful conduct that affects their professional credibility, where such conduct indicates wrongful intent or gross negligence, including, in particular, any of the following:
i) misrepresentation, whether intentional or negligent, of information required for the verification of the absence of grounds for exclusion or the fulfilment of selection criteria, or in the performance of the contract;
ii) entering into agreements with other economic operators with the aim of distorting competition;
iii) violation of intellectual property rights;
iv) attempting to influence the decision-making process of the Contracting Authority during the procurement procedure; or
v) attempting to obtain confidential information that may confer undue advantages in the procurement procedure;
3)it has been established by a final court judgment or final administrative decision that the candidate is in breach of their obligations relating to the payment of taxes or social security contributions in accordance with applicable law;
4)it has been established by a final court judgment that the candidate/bidder or persons having powers of representation, decision-making or control over them are guilty of fraud, corruption, participation in a criminal organization, money laundering, terrorist financing, child labour (or any other forms of trafficking in human beings), or any other illegal activity that is detrimental to the interests of the Public Organization “Docudays”, Ukraine, the European Commission, Sweden, or the Swedish International Development Cooperation Agency (Sida);
5)the bidder has shown significant deficiencies in complying with main obligations in the performance of a contract financed by Sida, the European Commission, or the Public Organization “Docudays”, which has led to early termination of a legal commitment or to the application of liquidated damages or other contractual penalties, or which has been discovered as a result of checks, audits, or investigations; or
6)the candidate/bidder, their subsidiary, another company belonging to the same group as the candidate/bidder, a consortium partner, or another affiliated party of the candidate/bidder is included in the list of restrictive measures of Ukraine or the EU. Lists of persons, groups, and organizations subject to EU restrictive measures are available at: www.sanctionsmap.eu.
Bidders must confirm in writing that they are not in any of these situations.
