Tender for the procurement of services for the production of 1 short film from

NGO Docudays announces a tender for the procurement of services for the production of 1 short film from the Witnesses series for the Ukraine War Archive project by Docudays UA.

Proposals should be submitted by 6:00 p.m. on 31 July 2024, to the email address [email protected]. Please include "Tender for the procurement of services for the production of 1 short film" in the subject line of the email.

All questions and/or clarifications regarding the submission of proposals for the tender should be sent in writing to the email address [email protected].

To submit a proposal, the following documents are required:

· a tender proposal in accordance with the technical assignment (download here);

· information about the tender participant (download here);

· a confirmation letter stating that the candidate is not in a situation of exclusion*.


Prices should be quoted in an "all-inclusive" format. The price proposal must be a fixed price in hryvnias.

The Customer reserves the right to conduct negotiations or request clarifications before determining the winner. The winner of the tender will be determined on 1 August 2024.

The winner will be the candidate whose proposal meets the instructions in the tender announcement, the technical assignment, and is the most advantageous for the buyer in terms of cost, timing, and quality.


*Candidates or tenderers will be excluded from taking part in a procurement procedure if:

1) they are bankrupt, undergoing insolvency or liquidation procedures, have their assets managed by a liquidator or court, have made an agreement with creditors, have suspended economic activities, or are in any similar situation arising from a similar procedure provided for by national legislation or regulations;

2) a final judicial verdict or final administrative decision has established that the candidate/tender participant is guilty of serious professional misconduct by violating applicable laws or regulations or the ethical standards of the profession to which the candidate/tender participant belongs, or by engaging in any unlawful behavior that affects their professional reputation, if such behavior indicates malicious intent or gross negligence, including, but not limited to, any of the following actions:

i) intentionally or negligently providing false information required for verifying the absence of grounds for exclusion or compliance with the selection criteria, or during the implementation of the contract;

ii) entering into agreements with other economic entities with the aim of distorting competition;

iii) violating intellectual property rights;

iv) attempting to influence the Customer's decision-making process during the procurement procedure; or

v) attempting to obtain confidential information that may give them an undue advantage in the procurement procedure;

3) a final judicial verdict or final administrative decision has established that the tender candidate is in breach of their obligations regarding the payment of taxes or social security contributions in accordance with applicable laws;

4) a final judicial verdict has established that the candidate/tender participant or individuals authorized to represent them or control their decision-making are guilty of fraud, corruption, participation in a criminal organization, money laundering, financing terrorism, using child labor (or any other forms of human trafficking), or any other illegal activities that harm the interests of the Customer, the state of Ukraine, the state of Sweden, or the Swedish International Development Cooperation Agency (Sida);

5) the tender participant has demonstrated significant deficiencies in the performance of their main obligations under a contract funded by Sida or the Customer, which led to the early termination of the legal obligation or the imposition of penalties or other contractual sanctions, or which was discovered as a result of inspections, audits, or investigations; or

6) the candidate/tender participant, their subsidiary, another company belonging to the same group of companies, consortium partner, or another affiliated entity is listed in the restrictive measures lists of Ukraine or the EU. The lists of individuals, groups, and organizations subject to EU restrictive measures are published on the website: www.sanctionsmap.eu.


Candidates or tender participants must certify in a letter in their tender proposals that they are not in any of the aforementioned situations.
