Russia recruits foreigners into its armed forces by exploiting economic vulnerability and instability in different regions of the world. People are drawn in through financial incentives, promises to settle their legal status, or by deception with offers of good jobs or fast-track documentation.


How does the Russian Federation operate in different countries, including within its own borders, and build a global recruitment system? What human stories lie behind this process? What legal consequences and risks does the participation of citizens of third countries in the Russian-Ukrainian war create for their home states and for the global order as a whole? And what can the international community do in response?


At the RIGHTS NOW! Lecture Hall, Denys Sultanhaliiev will speak about these issues. He is a senior researcher at Truth Hounds, a full-cycle organisation specialising in accountability for international crimes and human rights violations in Ukraine and other regions affected by conflicts.
